National information and online forms concerning Regulation (EU) 2016/1191.


Regulation (EU) 2016/1191 of the European Parliament and of the Council of 6 July 2016 on promoting the free movement of citizens by simplifying the requirements for presenting certain public documents in the European Union and amending Regulation (EU) No 1024/2012 aims to simplify the circulation of certain public documents between Member States.

It applies to public documents issued by the authorities of a Member State that need to be presented to the authorities of another Member State. The Regulation abolishes the apostille requirement and simplifies formalities with regard to certified copies and translations.

The Regulation also introduces optional multilingual standard forms in 11 areas in order to avoid translation requirements. The forms are to be used in another Member State as translation aids attached to the public document.

A multilingual standard form is a translation aid designed to help the receiving authority to understand a public document which is in a language not accepted by the receiving EU country. A multilingual standard form must always be issued and signed by an authority of the EU country where the public document is issued. Citizens can request the authority of the EU country that issues the public document (or another competent authority of that EU country) to issue a multilingual standard form to accompany the public document.
Multilingual standard forms are not to be downloaded from the e-Justice Portal and filled in by citizens. The forms below are for the use of authorised national authorities only.

As of 1 February 2020, the United Kingdom is no longer an EU Member State. However, under the Withdrawal Agreement, EU law shall apply to and in the United Kingdom during the transition period. The United Kingdom can be selected in forms until the end of the transition period, 31 December 2020.
