Article 3(1) – Transmitting agencies

The transmitting agencies are the district courts (käräjäoikeudet), the Market Court (markkinaoikeus), the courts of appeal (hovioikeudet), the Supreme Court (korkein oikeus), the National Enforcement Authority (ulosottolaitos) and the Ministry of Justice (oikeusministeriö).

Article 3(4)(c) – Means of receipt of documents

Documents may be submitted by post, fax or email.

Article 7 – Assistance in address enquiries

Article 7(1)(c): in Finland requests to find the address of a person to be served with a document can be made to the Digital and Population Services Agency (Digi- ja väestötietovirasto). Extracts from the Finnish Population Information System can be ordered from the Digital and Population Services Agency for authorised purposes. There is a fee for extracts.

Article 7(2)(c): In Finland, district court bailiffs have access to the Population Information System, which they can use to check for the current address details if the address indicated in the request for service is not correct.

Article 8 – Transmission of documents

The request form may be completed in Finnish, Swedish or English.

Article 12 – Refusal to accept a document

Article 15 – Costs of service

Foreign transmitting agencies are not charged a fee for service of documents.

Article 17 – Service by diplomatic agents or consular officers

Finland is not opposed to this means of service.

Article 19 – Electronic service

Not applicable.

Article 20 – Direct service

Finland is not opposed to this means of service. District court bailiffs are the competent authorities for this.

Article 22 – Defendant not entering an appearance

Finland has no communications to make under Article 22(2) or (4).

Article 29 – Relationship with agreements or arrangements between Member States

Nordic Convention of 26 April 1974 on mutual legal assistance in service of documents and taking of evidence.
