Agenda PDF (96 Kb) en of the 66th meeting of the EJN contact points (05 October 2017)

The 66th EJN contact points meeting is dedicated to the sharing of experience in applying the Regulation(EU) No 655/2014 establishing a European Account Preservation Order Procedure and the Regulation (EC) No 1896/2006 creating a European Order for Payment Procedure. The Network will use the opportunity of this meeting to mark the definitive phasing out of the old Judicial Atlas and to emphasise the importance of availability of legal information in the European eJustice Portal.

Agenda PDF (72 Kb) en of the 65th meeting of the EJN contact points and 11th meeting of the Brussels IIa Central Authorities (12-13 June 2017)

The 65th EJN contact points meeting and 11th meeting of the Brussels IIa Central Authorities is dedicated to both sharing experience in applying the Brussels IIa Regulation and to issues relating to developing the European e-Justice Portal. The Network plans to emphasise the need for making the European Court Database in the e-Justice Portal now fully operational for all Member States, as it is planned to phase out the old Judicial Atlas website by 30 September 2017.

Agenda PDF (374 Kb) en of the 64th meeting of the contact points and the 6th meeting of central authorities (maintenance obligations)

At this meeting which is hosted by the Maltese Presidency of the Council of the EU special focus will be given to the Regulation on Maintenance Obligations and the Rome III Regulation on applicable law to divorces. Also, the Network will take a look into national good practices on family mediation and ways forward to further promote family mediation. In the margins of the meeting, bilateral meetings between a workshop is organised for Member States on the iSupport tool which aims at facilitating the case handling of maintenance cases under the Hague Convention of 23 November 2007 on the International Recovery of Child Support and Other Forms of Family Maintenance. Also bilateral meetings between Member States are organised.

The 63rd meeting is mainly focusing on the preparation of the application of Regulation (EU) No 2015/848 of the European Parliament and of the Council of 20 May 2015 on insolvency proceedings (recast) which will apply as of 26 June 2017.

Agenda PDF (202 KB) en of the 15th Annual Meeting of the Members of the European Judicial Network in civil and commercial matters (1-2 February 2017)

The 2017 annual meeting marks the 15th year of operations of the Network. Candidate countries Serbia and Montenegro will participate for the first time as observers to the meeting. Current civil justice policy developments, but also the expansion of the Network's offer of practical tools such as the development of a new practice guide on applicable law and jurisdiction concerning consumer contracts will be discussed. Before the annual meeting, a forum for judges members of the Network will be organised for the first time to discuss expectations in the Network and the improvement of direct contacts between the judges for smooth judicial cooperation.

The 62nd meeting of the Contact Points will be dedicated to the assessment of the practical application of both Regulations (EC) 1393/2007 on service of documents and (EC) 1206/2001 on taking of evidence. This will include discussions on identifying a possible need for improvements of both regulations.

The 61st meeting of the Contact Points will mainly deal with operational issues and sharing of experience relating to Regulation (EU) No 650/2012 of 4 July 2012 on jurisdiction, applicable law, recognition and enforcement of decisions and acceptance and enforcement of authentic instruments in matters of succession and on the creation of a European Certificate of Succession, after more than one year of its full application. The meeting will also discuss developments of the European e-Justice Portal, the possible launch of a testing pilot to use the Internal Market Information System for registration of cases and communication between the Contact Points, improving statistical data collection on the application of Union instruments in the civil justice area and the participation of candidate countries at EJN meetings.

The 60th meeting (5th meeting of Maintenance central authorities) will mainly be dealing with operational issues relating to the Council Regulation (EC) No 4/2009 of 18 December 2008 on jurisdiction, applicable law, recognition and enforcement of decisions and cooperation in matters relating to maintenance obligations.

The 59th meeting will focus on cooperation issues and bring together Central Authorities under the Brussels IIa Regulation (Council Regulation (EC) No 2201/2003 of 27 November 2003 concerning jurisdiction and the recognition and enforcement of judgments in matrimonial matters and the matters of parental responsibility, repealing Regulation (EC) No 1347/2000).

The 58th meeting will deal with two main topics: improving national data collection mechanisms on the application of EU civil justice instruments and the implementation of review procedures under EU civil procedural instruments in national law and practice.

Report of the Annual meeting of the EJN (21-22 January 2015)

At the 14th EJN-civil annual meeting of 21/22 January 2016 in Brussels, the Commission announced three priority areas for the developing of operations of the EJN in 2016:

- reflection on putting in place electronic case handling of cases dealt by EJN contact points

- improving statistical data collection at Member State level on the application of Union civil justice instruments

- to make additional efforts to increase the Network's visibility based on several tools developed in 2015 which will be made available in the course of 2016. The new leaflet about "How to use the EJN-civil", the poster to be distributed at courts, making available improved EJN content on the European e-Justice Portal and a guide to good practice for contact points on making the EJN-civil visible among practitioners.

The meeting also dealt with good practices for the functioning of Network structures at national level which facilitate and promote regular communication with all national EJN-civil members, such as by way of organising meetings at national level and to extend the discussion on issues raised at EJN meetings also to the national level.

A good example of experience and actions in the context of the European Day of Justice was presented. The Commission encouraged other Member States to take inspiration from this example and to do the same.

The meeting was also an excellent opportunity to go through recent important ECJ decisions in civil justice matters, to take a look into the state of play of developing guidance by the EJN-civil on the forms under the Regulation on Maintenance Obligations and to develop perspectives for deepening contacts of the Network with other networks, such as the Network of the Presidents of the Supreme Courts of the European Union, the European Judicial Training Network (EJTN), Your Europe and the European Consumer Centres Network (ECC-Net).

In 2016, the EJN-civil plans to organise five more meetings:

- In March on data collection and review procedures under Union law instruments

- In April in cooperation with the Dutch Presidency of the Council on the Brussels IIa Regulation (Central Authorities)

- In June on Maintenance Obligations (Central Authorities)

- In October on the Successions Regulation and finally

- In November in cooperation with the future Slovak Presidency of the Council on Service of Documents and Taking of Evidence.

News

EJN activities' report

The Commission adopted the report on the activities of the European Judicial Network in civil and commercial matters (EJN-civil) on 10 March 2016.

This report provides an analysis of the substantial support of EJN-civil over the last five years for developing day-to-day judicial cooperation in civil and commercial matters between Member States. The report also paves the way forward to further developing judicial cooperation and building additional capacities of the EJN to ensure efficient application of Union civil justice instruments.

The report is available in all official EU languages.
