As of which date were the official announcements available in electronic format?

On the site of the official gazette https://www.vestnesis.lv the electronic version of all issues of the official gazette is available from the date of its first publication, namely 25 February 1993.
For documents that appeared up to 1 July 2012, the official publication is the one in the print version of the gazette.
