This article maps out the development of the consumer acquis before the Digital Single Market Strategy and the “New Deal” for consumers. It then offers an overview of various reform proposals including the proposed Directive on better enforcement and modernization of EU consumer protection rules. It thus focuses mainly on changes and additions to the substantive consumer protection rules, including new guidance on penalties as they would apply to the Injunction Directive, amongst others.
