The single market for audio-visual services is founded on the free circulation of television services together with the possibility for Member States to adopt restrictive measures to satisfy mandatory requirements linked to the general interest, based on a subtle balance between economic freedoms, freedom of information, media pluralism, and minor’s protection. The article analyses the key points of the AVMS Directive’s reform, specifically in the light of the home country control principle and with regard to the scope of application of the Directive itself.
