This document constitutes a proposal for legislation referred to the Council on Legislation for consideration in order for the Council to examine whether it contravenes any laws before it is sent to parliament as the final proposal. The Government in this proposal recommends the updating of consumer legislation affected by the new EU directives on digital content and sales (D. (EU) 2019/770 and D. (EU) 2019/771). Therefore, a new Consumer Sales Act is recommended in order to regulate matters of information to be provided, the conformity of digital content, liability, delivery and sustainability of goods and digital products.
