    The authors point out as the basic goal of Directive 2009/22 the “free movement of injunctions”. In particular, each Member State should take all appropriate measures so that any qualified entity from another Member State could address the courts or administrative authorities of the Member State where the violations regarding consumer protection law occurred. Therefore, each Member State communicates to the Commission any entity that is qualified to file an action for an injunction. The courts or administrative authorities accept this list which is drawn up by the Commission as proof of the legal capacity of the qualified entity.
