In most of the cases, the only facilitation Romanian public administration authorities provide is to download the relevant templates to request a service, but the procedure must be finalised in person. The responsible authority may be at centralized, district or local level. However, there are some services such as for participating in judicial auctions or accessing the services of the National Trade Registry Office which are fully online.
For Romanian citizens living abroad, most of the services can be requested online through the econsulate portal. Following registration in the portal, it is possible to request the issuance of several documents and certificates such as birth, death, a person being alive, Romanian citizenship etc., but also ID documents such as the Romanian Passport and the first Romanian ID card. These services are in most of the cases free of charge, only in some cases such as passport issuance a fee is applied.

Conditions of access:
- Eligibility requirements: Natural and Juridical persons from Romania and abroad can request access to the ANABI Platform.
- Identification and authentication requirements: As part of the registration process, ANABI employees verify the data and information submitted by applicants. If these data are complete, the applicants will be assigned a unique identification code and password based on their identification data, which will be sent to them by e-mail.

Scenario 1: In the case of a natural person bidder: copy/scan of identity card/registration document, etc. Foreign individuals should attach copy/scan of identity card, passport, tax identification number, etc.;
Scenario 2: In the case of a legal entity bidder: copy/scan of the single certificate of registration as well as the extract from the Trade Register (RECOM extract). Foreign legal entities must attach the registration document translated into Romanian, as well as the Extract from the Register of the competent authority showing the representatives of the legal entity, translated into Romanian; - Bank statement of the bidder;
- Proof of payment by the bidder of the guarantee for the participation, representing 10% of the starting price of the tender (possible via internet banking service).
