    A territorial administrative unit cannot be considered as a consumer in the sense of the Government Emergency Ordinance (GEO); this status can be attributed only to natural persons.

    Software purchase agreement between a territorial administrative unit (UAT) and a private company. When the company had already executed part of its obligations, the UAT, unilaterally, terminated the contract and refused to pay.

    The UAT defended itself by invoking Law OUG 34/2014.
